What follows is the first draft of Task Force Gamma's constitution. The bylaws we will follow as Simmers, Gamers, Trekkers and all around nice people as we move forward to form this group of Star Trek Simulations.

I realize that there is a lot of information here and that a lot of it may appear to be common sense but I would like everyone to read this and to give their opinion. The poll is going to be official in terms of ratifying this as our "laws of the land" so to speak.

Anyone who does not agree with any part of these Articles, please post what you take issue with so that we may try to come to an agreement for all parties concerned. If you vote in favor of the Articles, feel free to let us know why you do.

If you feel something needs to be added, please vote "no" and tell us what should be added. This can and will be rewritten until we get it 100% right.

Article One: Purpose of Task Force Gamma

Section One: The primary purpose of Task Force Gamma is to provide an enjoyable and friendly simming environment for all of our players. To facilitate this, Task Force Gamma has formed a union of simulations that will be guided by one overarching metaplot as well as this set of bylaws. This plot will allow each simulation to feel a sense of community and connection to the other member simulations in Task Force Gamma.

Section Two: Another feature of the fleet model, touched upon above, is community. By using the fleet model, Task Force Gamma Simulations will be able to pool their resources from recruiting to web hosting. Task Force Gamma is to be committed to the aid and support of all member simulations.

Article Two: Structure of Task Force Gamma

Section One: Task Force Staff- Staff positions shall be created based upon the need of the Task Force. All positions will carry with them exclusive responsibilities, duties that are the prevue of that staffer. At the foundation of Task Force Gamma, we will include the following Task Force Staff Positions.

Subsection One- Task Force Commander-in-Chief: The Commanding Officer of the Task Force. He/she is responsible for the immediate direction of the Task Force. He/she aids in keeping the moral of the Task Force's members up. He/she is the Chief Administrator of the Task Force with regard to Personnel and Task Force Finances. Finally, the C-in-C is the president of the Command Council and holds veto rights on the Council's decisions (The council can override the C-in-C's veto by a vote, see ).

Subsection Two- Task Force Operations Officer: The Task Force's "Engineer". This officer is responsible for the technical operations of the Task Force. Web hosting, web design, technical issues regarding the underlying technology are all his/her prevue. In order to assist in these duties TFOPS may, at his/her discretion, assign others to act as aids

Subsection Three- Chief of Task Force Stellar Cartography: This officer is responsible for the visual aspects of the Task Force (Website graphics, maps, logos, etc). In order to assist in these duties CTFSC may, at his/her discretion, assign others to act as aids

Subsection Four- Task Force Recruitment Officer: This officer is responsible for maintaining the Task Force's recruitment adds on various websites. He/she is also responsible for seeing to the recruitment needs of the various ships in the Task Force.

Subsection Five- Commandant, Starfleet Academy: This officer is the Commander of the Starfleet Academy Simulation, Task Force Gamma's training division. He/she is responsible for teaching new recruits about Simming, Star Trek and the Task Force Gamma setting. In order to assist in these duties the Academy Commandant may, at his/her discretion, assign others to act as aids.

Section Two: The Command Council- As Task Force Gamma grows, more and more Command Level Officers will be a part of the Fleet. Each new leader is another voice to be heard, another opinion to be taken seriously. Though the Commander-in-Chief is the leader of the Fleet, he/she will be advised by the other leaders of the Task Force.

Subsection One- Makeup of the Command Council: This advisory body is to known as the Command Council. It shall be made up of each Simulation Commanding Officer regardless of rank as well as the Task Force Staff. Simulation Commanding Officers who are already members of the Task Force Staff may only hold one seat on the Command Council. Should a Task Force Staff Officer be the Commanding Officer of a Simulation, the responsibility of representing that Simulation shall fall to the Executive Officer of the Simulation (or the next highest member of the Chain of Command aboard the Simulation should the Executive Officer also hold a seat on the Council).

Subsection Two- Responsibilities of the Council: The Command Council's primary duty is to help set the agenda for the Task Force. This includes, but is not limited to, Metaplot, Recruitment, Task Force makeup and other duties as defined by the Council and this charter.

Subsection Three- Voting Procedures: Each member of the Command Council receives one vote. The most common duty of the Council will be to determine the next phase of the Task Force Metaplot. A simple majority vote will pass any Metaplot Measure. Other measures will include: Admission of outside Simulations into the Task Force, Starting a new Task Force Simulation, Creating or filling a vacant Task Force Staff Position which all require a simple majority vote; Amending the Articles of the Task Force or Electing a new Commander-in-Chief (in the event the post becomes vacant), both which require a 3/4 majority vote; Overriding the veto of the Commander-in-Chief which requires a unanimous vote.

Section Three: Simulations- A Task Force Gamma Simulation is to be led by a Commanding Officer of the equivalent Starfleet rank of Lieutenant Commander or higher. A Simulation requires at least three active players in addition to the Commanding Officer (for a total of four players) to become an active Simulation for Task Force Gamma. There is no limit to the number of players or characters any Task Force Gamma Simulation may have.

Section Four: Members- The most basic and important unit in Task Force Gamma is the individual player. Players enter the Task Force in a number of ways. 1) Recruitment from the individual Simulation Websites; 2) Recruitment from the Task Force Gamma Website; 3) Recruitment from another player. Based upon player experience and the combined discretion of the Task Force Recruitment Officer's and a prospective Commanding Officer, a new player will either begin play as an Officer-Cadet or Enlisted Recruit in Starfleet Academy or as a new Ensign aboard one of the Task Force Gamma Simulations. This decision must be made for each prospective player.

Section Five: Starfleet Academy- New players who are deemed to require instruction prior to entering play aboard ship will be sent to the Starfleet Academy Simulation. The Academy teaches players about simming, Star Trek and the Task Force Gamma setting before the character is released into general play. The Academy is led by the Commandant who plans the training of new players. Characters who begin play as Cadets or Recruits must work their way up these student ranks (four Cadet grades or two recruit grades) in order to graduate. Promotion from one grade to the next is at the sole discretion of the Commandant of the Academy, not even the Commander-in-Chief of the Task Force may overrule this. Once the character has graduated the Academy they are released into the Simulation they initially applied for, or chose during the course of their Academy studies.

Subsection One- Player Characters After First- Once a player has completed Starfleet Academy with one character, he/she does not need to do so again.

Article Three: Player Responsibility

Section One: Every player, from the Commander-in-Chief to the newest Recruit has responsibilities to Task Force Gamma. Naturally, the higher in rank one rises, the more responsibility they are given. This does not, however, give anyone the right to deny or to ignore their own responsibilities.

Section Two: Crewmen- Every crewmember of ever Simulation is required to maintain their character's biography page, located on the crewmen's Simulation website. In order to receive their first promotion, a partial Biography Page is required. This should include more than the basic information included at the time of registration. To receive their second promotion, a completed Biography Page is required.

Section Three: Department Heads- Department Heads on each Simulation are responsible for every character under their command, Player Character or Non-Player Character. Department Heads may create Non-Player Characters of lesser rank as needed for their department only as needed (subject to the approval of the Commanding Officer). Department Heads may be required to come up with smaller storylines to help energize the activity within their own Department.

Section Four: Second Officer- The Second Officer is a Department Head with no additional authority outside of the regular Chain of Command. The Second Officer will assume the duties of Executive Officer should the Executive Officer be forced to take the position of Commanding Officer or be incapacitated. The Second Officer will assume the duties of Commanding Officer should both the Commanding Officer and Executive Officer be incapacitated or otherwise removed from play.

Section Five: Executive Officers- The Executive Officer on each Simulation is responsible for duties assigned by the Commanding Officer as needed. The Executive Officer may create Non-Player Characters of lesser rank as needed for any department as needed (subject to the approval of the Commanding Officer, unless the Commanding Officer has relinquished that authority to the Executive Officer. The Commanding Officer may still overrule the Executive Officer if he/she desires). The Executive Officer will take command of the Simulation in the event the Commanding Officer is unable to carry out his/her duties.

Section Six: Commanding Officers- The Commanding Officer, as leader of the Simulation, has the most responsibility of any single player. First and foremost, the Commanding Officer is responsible for devising the general plot of the Simulation, developing the scenes that carry the Simulation from day to day. The Commanding Officer is also responsible for maintaining a Crew Manifest on the Simulation's website. No character, Player Character or Non-Player Character may be brought into play unless it is first approved by the Commanding Officer via the approval/denial system on the individual Simulation websites. The Commanding Officer is required to enforce the Posting and Attendance Policy aboard his/her ship (See Article Three, Section Seven for the Policy itself). The Commanding Officer must represent his/her Simulation on the Task Force Gamma Command Council to the best of his/her ability. Should the Commanding Officer be unable to represent his/her Simulation due to duties on the Task Force Staff, representation will fall to the next eligible Officer in the Simulation's Chain of Command. The Commanding Officer must maintain the Simulation's website. The Commanding Officer, along with the Task Force Recruitment Officer, must decide if new members must attend Starfleet Academy.

Section Seven: Posting and Attendance Policy- Members must maintain an active posting and attendance schedule on their Simulation. Due to the nature of Play by Post Role Playing, Simulations may move very quickly, very slowly, or a combination of the two. It is recommended that all players view the Forums at least once daily.

Subsection One: Not being active for a period of three (3) days (not being active meaning not posting in any Simulation Scenes they are currently a part of) will result in a warning. Six (6) warnings in a one quarter (three [3] month period) period will result in the player being placed on probation for one (1) month. If the player receives any further warnings in this one (1) month period, they will be removed from the game for non-playing.

Subsection Two: Players removed from the game may petition the Command Council for re-admittance into their Simulation. A majority vote on the council is required to readmit a player stricken from the player rolls once. A player may only be readmitted this way once.

Subsection Three: Players who are expecting to be absent from the game for an extended period of time (greater than three [3] days) may petition their Commanding Officer for a Leave of Absence. When doing so, the player must provide a reason for taking the leave, even if it is as simple as saying "personal reasons". Players must notify their Commanding Officer before they will be able to post any further.

Article Four: Task Force Gamma Canon

Section One: Television Series- Each of the six (6) television series (Star Trek, Star Trek: the Animated Series, Star Trek: the Next Generation, Star Trek: Deep Space Nine, Star Trek: Voyager, Star Trek: Enterprise) are considered Canon for the concerns of Task Force Gamma. Some elements of some episodes will be disregarded for various reasons.

Subsection One: Star Trek: No parts of Star Trek (The Original Series) are currently stricken from Task Force Gamma's canon.

Subsection Two: Star Trek: the Animated Series: No parts of Star Trek: the Animated Series are currently stricken from Task Force Gamma's canon.

Subsection Three: Star Trek: the Next Generation: No parts of Star Trek: the Next Generation are currently stricken from Task Force Gamma's canon.

Subsection Four: Star Trek: Deep Space Nine: No parts of Star Trek: Deep Space Nine are currently stricken from Task Force Gamma's canon.

Subsection Five: Star Trek: Voyager: The following Star Trek: Voyager Episodes are striken from the Task Force Gamma canon: Threshold (2x15).

Subsection Six: Star Trek: Enterprise: No parts of Star Trek: Enterprise are currently striken from Task Force Gamma's canon.

Section Two: Motion Pictures- Of the eleven (11) Star Trek Motion Pictures, nine (9) are considered canon for the concerns of Task Force Gamma (Star Trek: the Motion Picture, Star Trek II: The Wrath of Kahn, Star Trek III: the Search for Spock, Star Trek IV: the Voyage Home, Star Trek VI: the Undiscovered Country, Star Trek Generations, Star Trek First Contact, Star Trek Insurrection, Star Trek Nemesis).

Subsection One: Star Trek V: the Final Frontier: Many in the Star Trek family consider this film apocryphal and have refused to reference it in later works. It is also considered by many to be the weakest film with several plot elements that simply do not make sense, even in the fantastical science fiction setting of Star Trek. For these reasons and many more, Task Force Gamma ignores Star Trek V: the Final Frontier.

Subsection Two: Star Trek (2009): Though this film was a financial success, it falls within an alternate timeline. For this reason alone it is not included within the canon of Task Force Gamma.

Section Three: Authorized Fiction- There are many, MANY pieces of authorized Star Trek fiction out there written over the course of the last 40 years. None of those involved in Task Force Gamma could have possibly read all of these books. However, we will make an attempt to read anything that any member wishes to be added to the Canon list. The following is the current list of Task Force Gamma Canon Fiction.

Subsection One: All of the Post Series Relaunch Series for The Next Generation, Deep Space Nine, Voyager and Enterprise.

Subsection Two: The nine part "A Time To..." series under The Next Generation title.

Subsection Three: Star Trek: Titan

Subsection Four: Star Trek: New Frontier

Subsection Five: Star Trek: The Lost Years

Subsection Six: Star Trek: The Lost Era

Subsection Seven: Starfleet Corps of Engineers

Subsection Eight: Double Helix

Subsection Nine: Genesis Wave

Subsection Ten: The Klingon Empire

Subsection Eleven: Star Trek: Destiny and the books that follow

Section Four: Members of Task Force Gamma are not required to have seen or to have read any of the above list. This list is for the benefit of all players as a research too to enhance the game play experience.

Is Task Force Gamma's canon going to include fiction and other background written by Task Force Gamma's members, or will they have to be approved by the Command Council, or will they never be accepted?

Of course, I'm specifically referring to adding new things, mainly cultures and species. I'm not thinking of rewriting canon.

Right after I posted I thought of two more things to add into the Articles. A list of races that are approved and not approved for play and a subsection in the canon area about exactly what you're saying.

Anything written by players (such as your aliens) will have to be approved by the Council. Anything that is already in play (like Azmay himself and his people) are going to be grandfathered into the game and won't need any approval, after all they've already received it!

Any new aliens you may will need to be approved, as will any fiction you write about them. With regard to the Loraby, fiction will need to be approved of course, but seeing as the species itself was already approved your fiction shouldn't be an issue.

I would like to add a few technical things if possible, because it will smooth things later if we are admitting an outside sim and other players.

Code:
*All sims are required to use SMS (Anodyne Productions Sim Management System) of at least version 2.5 for their management system to provide a unified tech facing for the Task Force.
         *Sub: If a simulation does not have a management system, one can  be provided at the discretion of the TFO
         *Sub: All modifications to the underlying code and database of SMS or of stargazer Taskforce Management system must be approved by the TFO to check for programming conflicts that could interfere with task force operations.


*Passwords - All players will have one login for the Task Force forums and individual logins for their SMS.  Any player found violating password security by using another player's password will be subject to punitive action including but not limited to loss of all rank and privileges or dismissal from the Task Force as determined by the Council.
     *Sub: If unauthorized access is gained by any means that can be legally deemed hacking, prosecution may be sought under the "Computer Fraud and Abuse Act" (18 U.S.C. § 1030).
     *Sub: If at any time a player gains access to portions of the Task Force website that they are not supposed to have access too, they are to cease their actions and contact the Task Force Operations Officer immediately.



While some of that is little more then bluster and scare tactics, that is often enough to discourage people. Also gives us a leg to stand on if something like that were to happen.

I havnt voted yet. I waiting for the List of approved races as well as the member fiction clause. I also wonder about a 'ownership of intellectual properties clause' type thing. I believe that all the characters, plots, subplots and posts there in should belong to the Sim. Im not sure if any of us are writers but sooner or later someone may decide to use what is happening in the sim to write fan fiction etc... and id rather have ownership settled ahead of time. What has been happening so far has been very entertaining and has the beginnings of a really good story. Id like there not to be a fight further down the road over who owns what. (hope this is making sense. Building one heck of a migraine at the moment so i know what im trying to say just not sure if the fingers are translating properly)

That is a very good point. IP is a BIG deal. After I made my post, I was just thinking about all of that.

I too am one of those order craving folks.

Comes from working at a school full of teenagers and having to write Acceptable Use Policies and air-tight rule books.

I know it may not be considered a "race" per se: droids....androids, robots, holograms, etc.

You have approved System 921 Combat Emergency Medical Hologram (thank you), but the droid issue should be addressed. I think we all agree that the sanctity of DATA should be held inviolate and/or at the discretion of the Commanding Officer only.

Also, Tal'harton or any species designed as an encounter species should at least be restricted (you said any fan-created species, yes, but I am talking about any species encountered during game play).

Just thoughts.
