This thread will house some of the production notes and preliminary art for the Star Trek: Khitomer comic Alaina and I are working on.

Our story is set in the year 2382, a year after the events of Star Trek: Destiny. During the Borg Invasion, the Klingon colony of Khitomer was one of many works ravaged by the Borg Collective. Several Federation starships were lost attempting to defend their allies, but with several cubes attacking the world the end result was practically inevitable.

In the months after the conflict a new threat emerged beyond the Federation's boarders. Several hostile states including the Romulan Star Empire, the Breen Confederacy, the Tzenkethi Coalition, the Gorn Hegemony, the Tholian Assembly and the Holy Order of the Kinshaya banded together to form an alliance to counter the Federation and its own allies. This new organization, which shared a common currency, was called the Typhon Pact.

In order to counter the Pact's rising power, President Bacco organized a meeting between the Federation, the Klingon Empire and any other friendly states that would listen. At this summit an expansion of the Khitomer Accords was proposed. This new alliance would be not only be bound in friendship and mutual-protection, but also form the foundations of what would one day expand the Federation across the quadrant. In mid-2381, the Federation, Klingon Empire, Ferengi Alliance and Imperial Romulan State signed the Third Khitomer Accords on the planet Zalda and cemented the Khitomer Alliance, with the Cardassian Union and Talarian Republic considering joining.

A condition of the alliance was the collective reconstruction effort in all areas affected by the Borg Invasion. Due to the historic nature of the planet Khitomer, as well as its central location in the devastation, the Starfleet Corps of Engineers, with the help of the Klingon Imperial Construction Corps and the Ferengi Salvage Authority fast-tracked the construction of a new Starbase in the planet's orbit. This base, designated Khitomer Station, would act as a central location with which to coordinate the Alliance's efforts all throughout the detestation zone.

While operated by the Federation Starfleet, all Alliance member states have an interest in defending the newly christened space station. The Klingon Empire -- while loathed to accept outside assistance -- sees the station as a way to defend their space. The Imperial Romulan State needs all the allies it can get during its conflict with the Romulan Star Empire and Empress Donatra sees Khitomer as the best way of winning over support. The Ferengi Alliance naturally sees profit in the endeavor and even though Rom has helped Ferengi society to normalize in the eyes of the Federation, their inner nature cannot be denied.

With Khitomer Station coming on line, the Alliance has shown to the galaxy that their union may indeed survive its honeymoon... but to count the Typhon Pact out would be foolish. Their agents are working very hard to discredit the Khitomer Alliance, willing to go to great lengths to achieve victory in a conflict they see as not only inevitable but necessary to their own survival.

Preliminary Character List

While the primary operation crew of Khitomer Station will be from Starfleet, there will be characters aboard that are not members of Starfleet or even citizens of the Federation -- and unlike places like Deep Space Nine, not everyone will be friendly.

Commanding Officer: Starfleet Captain, no name as of yet. A Human male in his late 40s to early 50s. He served as Commanding Officer aboard at least one other starship before being assigned to Khitomer. Nearly his whole family was on Risa when the Borg attacked that world. They were unable to get off planet before the surface was rendered uninhabitable. The Captain's oldest son, a Cadet/Recent Graduate at/from Starfleet Academy was the only other member of their family to survive. The Captain has had over a year to deal with his loss, like everyone in the Federation, and is trying to move on with his life.

Strategic Operations Officer: Commander Olivia Holland. Female Klingon-Romulan Hybrid, early to middle 40s . Commander Holland was raised by a Starfleet Flag Officer after being abandoned by her biological parents. She has gone through the "rebellious" stage in her life (Younger Worf from early to middle TNG) and has settled into a comfortable role, at peace with herself. This means she won't have any of the identity issues that Worf or Spock seemed to have during the course of their lives we saw. She worked with Starfleet Intelligence and speaks fluent Klingonese, Rihannsu and Federation Standard English (possibly other languages). Her role aboard the Station will be to monitor the boarder with the Romulan Star Empire and work with the Intelligence Officer/s as needed. As Strategic Operations Officer, she coordinates Starfleet and Allied Operations in the Borg Devastation Zone.

Federation Marshal Service

The Federation Marshal Service is a Federation-wide law enforcement organization that operates independent of Starfleet Security. While Starfleet Security is responsible for the safety and security Starfleet facilities throughout the Federation, the Federation Marshals act as the civilian security of the Federation. They coordinate with local law enforcement and act in that capacity in locals where a police force is not in place (usually on remote worlds, frontier planets and newly established colonies). The Marshals also investigate crime that crosses interplanetary boarders (much like the FBI in the United States or INTERPOL). The Marshals also work with Starfleet Security from time to time, just as the Federation Intelligence Service or the V'Shar work in tandem with Starfleet Intelligence.

Think of the Federation Marshals as an overarching police force of the stars. Each sector is assigned a Sector Chief who oversees the Service's operations in their area. Under the Sector Marshal are individual Marshals that do the bulk of the police work along with Deputy Marshals, junior agents that pull a lot of the grunt work.

On Khitomer, the Federation Marshals have set up an office to provide aid in the resettlement of the surrounding territory to all sides of the Alliance, as well as to keep the peace on worlds where Starfleet hasn't the resources. The Sector Chief maintains an office on Khitomer Station while the Marshals under him are often off on assignments throughout the area.
